Each year, the City, County, and HMUW contract with local social service agencies to provide a wide range of social services to citizens of Columbia and Boone County. Providing funding for needed services is intended to improve the quality of life for the recipients of services and the community as a whole.
Over the past three years, the City, County, and HMUW have increasingly focused on utilizing information from independent program evaluations as a significant factor in the funding allocation process. Therefore, the goals of the evaluation are to:
As a component of the City and County’s newly implemented Strategic Social Services Funding Framework, the program evaluation process is now conducted in a staggered, three year cycle by service categories as follows:
The year in which programs are evaluated is intended to coincide with the year in which the City and County issue a targeted RFP for the purchase of services in that service category as the information from the evaluation is used to craft the RFP.
The evaluations are conducted on-site at each agency. Each evaluation consists of a combination of interviews with agency staff as well as observations of infrastructure, policies, processes and procedures. A standardized evaluation instrument is utilized in order to conduct each program evaluation.
