The information provided below is intended to be an overview of the City of Columbia and Boone County social services funding process. The Boone County Community Services Advisory Commission is charged by the Columbia City Council and the Boone County Commission to make funding recommendations for City and County funding of social services for each fiscal year. Utilizing a "Strategic Social Services Funding Framework", the City/County issue targeted "Requests for Proposals" (RFPs) by service category in a staggered, three year cycle.

Please refer to the Social Services Funding Policy for detailed information regarding the definition and categorization of social services. If you are uncertain as to whether or not your program service qualifies under the City and County's social services funding policy and/or in which category it would be considered, please contact the Division of Human Services.
RFPs are issued in early July with a submission deadline of the end of July. Once agency funding proposals have been submitted
to the commission, the commission holds a series
of work sessions and agency and public hearings in the months of September, October, and November,
with final funding recommendations
being made to the Columbia City Council and the
Boone County Commission in December.
As approved by the City Council and County Commission, contracts for services are then issued and once executed, are effective January 1 of the new fiscal year. Contracts are generally issued with a duration of one year with the option for two (2), one (1) year renewals.
