The corporate limits of the City of Columbia shall include the following land:

Lots 1, 2, 3 and 4 of Smith's Addition, as recorded in Book 17, Page 30 of the Boone County, Missouri records; except, that portion presently within the City limits of Columbia; and, that portion of the west half of the right-of-way of Scott Boulevard lying southerly from a line described as beginning at the northeast corner of said Lot 4 and running S 89°3415'15", 20.00 feet to the centerline of said Scott Boulevard. The entire tract contains approximately 0.7 acre.
