It is hereby made the duty of the director to enforce all provisions of this article, and for this purpose he or his representative or any police officer is empowered to enter upon any premises on which any business subject to the provisions of this article is located or about to be located, and inspect the same at any reasonable time. The director is further empowered to issue orders granting, renewing and revoking any license provided for in accordance with the provisions of this article.
