Prior to the adoption of 16982 on 09/01/2001, Section 11-235 read as follows.
Any accumulation, whether in a pond, pool or manmade vessel
of any kind whatsoever, of
unwholesome, impure, stagnant or offensive water found upon any lot or piece of ground shall
constitute a nuisance.
