Prior to the adoption of Ord. 16153 on 09/07/1999, Section 11-346 read as follows.


    (a) It shall be unlawful for the owner or occupant of any lot, tract or parcel of land within the city to allow any motor vehicle which is not licensed to be parked, kept or stored on such property except in a garage, similar fully enclosed structure,  or a carport, or fully covered with an opaque fabric.

    (b) For purposes of this section, a motor vehicle is not licensed unless:

    (1)    It is validly registered under the motor vehicle laws of the State of Missouri or the laws of any other jurisdiction, and

    (2)    It displays a valid current license plate in conformance with the laws of the jurisdiction in which the vehicle is registered.

    (c) No charge shall be filed for a violation of this section unless the person charged has been given at least thirty (30) days prior written notice of the alleged violation.
