Prior to the adoption of Ord. 19518 on 05/07/2007, Section 13-229 read as follows.


    (a)     Upon receipt of such application, the business license administrator shall make such investigation of the applicant's business and moral character as he deems deemed necessary for the protection of the public good.  The department of finance shall obtain a criminal record check of the applicant.

    (b)     If, as a result of such investigation, the applicant's character or business responsibility is found to be unsatisfactory, the business license administrator shall endorse on such application his the disapproval and his the reasons for the same, and notify such applicant that his the application is disapproved and that no permit will be issued.

    (c)     If, as a result of such investigation, the character and business responsibility of the applicant are found to be satisfactory, the business license administrator shall endorse on the application his the approval, execute a permit addressed to the applicant for the carrying on of the business applied for, and deliver to the applicant his the permit.
