Prior to the adoption of Ord. 19518 on 05/07/2007, Section 13-234 read as follows.

    Any person aggrieved by the action of the business license administrator in the denial of a permit as provided in section 13-229 of this article, or of the revocation of a permit as provided in section 13-233 of this article, shall have the right of appeal to the city council the decision pursuant to the procedure for appealing a license denial set out in section 13-31. Such appeal shall be taken within fourteen (14) days after notice of the action complained of has been mailed to such person's last known address, a written statement setting forth fully the grounds for the appeal. The council shall set a time and place for a hearing on such appeal and notice of such hearing shall be given to the appellant in the same manner as provided in section 13-233(b) hereof for notice of hearing on revocation. The decision and order of the council of such appeal shall be final and conclusive.
