Prior to the adoption of Ord. 19996 on 07/21/2008, Section 13-28 read as follows.

    (a) Every person engaging in a business for which a performance bond shall hereafter be required shall, in addition to the license fee provided for in this article, deposit with the city clerk a surety bond in the sum of one thousand dollars ($1,000.00), unless otherwise specified, executed by a surety company authorized to transact business in the state, conditioned upon the faithful compliance with the terms and requirements of this article and the other ordinances of the City of Columbia, and also conditioned to indemnity or reimburse any purchaser of goods, wares, merchandise or services in a sum equal to the amount of any payment which such purchaser may have been induced to make through misrepresentation or fraud.

    (b) The following businesses shall be required to post a performance bond as specified in paragraph (a): all businesses and persons in any way engaged in the performance of a service as a plumber, electrician, vermin or pest control service, or building renovating and repair.
