When signs are erected, placed or installed within each block giving notice thereof, no person shall park a vehicle within or upon any of the streets or places hereinafter set forth between the hours of 8:00 a.m. and 5:00 p.m., Saturdays and Sundays excepted:

     Lakeview Avenue, both sides, between Edison Street and a point one hundred (100) feet west of Popular Street.
