(a) Parking meters shall not be installed for parking spaces properly marked as reserved for disabled parking only on streets and parking lots set forth in this division.

    (b) Vehicles parked in parking spaces marked as reserved for disabled parking only shall be subject to the time limitation for the metered parking area zone in which the vehicle is parked.
