(a) For purposes of this division, a change of the position of a vehicle from one metered parking space to another metered parking space within the same block or city parking lot shall be deemed one continuous parking period of time.

    (b) For purposes of this division, a "metered parking space" is defined as any parking space alongside of, next to, in front of, or behind which a parking meter is installed.
