Prior to the adoption of Ord. 16077 on 07/06/1999, Section 14-444 read as follows.

Any vehicle, whether on private or public property, found parked or maintained in violation of the provisions of section 14-443(a) or (b) shall be subject to towing and removal at the expense of the owner under the provisions of section 14-549.
