(a) It shall be unlawful for any person to sell or offer for sale any item, object or merchandise unless such person has available on request the name, address and telephone number of the owner of such item, object or merchandise.

    (b) This section shall not apply to sales made without private profit for a public, charitable, educational, literary, fraternal, civic or religious purpose and when the person or organization conducting such sale holds a special permit for such sale issued by the city business license administrator under section 13-20 of this Code.
