The council shall appoint a parks and recreation commission of seven (7) members, who shall be registered qualified voters of the city; who shall not be paid officers or employees of the city; and who shall serve without compensation. Each ward of the city shall be represented on the commission by a resident of that ward and appointments shall be made in a manner so as to preserve that representation. The council may remove any member of the commission for misconduct or neglect of duty. Vacancies on the commission occasioned by removal, resignation or for any other cause shall be filled for the remainder of the term.
