Section 19-111 Productivity incentive compensation.
Wherever feasible, as determined by the city manager, each
department and/or operating
division shall establish, update, implement, and maintain work measurement systems and
standard work/output performance levels. Performance levels shall, as practicable, be directly
associated with individual employee monetary or other remuneration incentives based on factors
such as: hours of available service, effective/productive work, and similar considerations.
