Prior to the adoption of Ord. 16191 on 09/20/1999, Section 19-22 read as follows.
At the discretion and direction With the approval of
the city manager, individual department
heads shall may establish specialized operational guidelines in the
form of departmental rules
and regulations that are consistent with the general provisions of these
personnel rules, policies,
procedures, rules and regulations this chapter.
