Chapter 19 PERSONNEL POLICIES, PROCEDURES, RULES AND REGULATIONS*
Section 19-29 Aide/trainee positions.
Aide/trainee positions may be established as needed by the
city manager specifically for the
purpose of assisting socially and/or economically disadvantaged individuals in qualifying for
possible subsequent competitive merit appointment to a permanent city position. Such
aide/trainee appointments shall be exempt from the city's merit system provisions; shall not
exceed six (6) months per individual; shall be established, as practicable, to facilitate EEO
affirmative action goals; shall not over-extend departmental operating budgets; and shall be
administered by the director.
