Section 19-52 Allocation of new classifications and positions.
Prior to the adoption of Ord. 15958 on 04/19/1999, Section 19-52 read as follows.
The department head shall complete a position description covering the
responsibilities of each proposed position, and submit it to the director for review. The director
shall study the duties and responsibilities of each new position and will then recommend
allocation to the proper classification.
The annual budget shall establish the permanent positions authorized for each department. An
employee shall not be hired, transferred or promoted to a permanent position unless the position
is authorized in the budget. The city council, by ordinance, may amend the budget to change the
number and classification of authorized personnel.
