Prior to the adoption of 15958 on 04/19/1999, Section 19-59 read as follows.

The city manager shall arrange for periodic review of the classification of all positions within the city service and shall recommend adjustments in the classification plan (combination, and/or establishment) to the city council as results of the classification study would indicate in the best interest of efficient, productive, effective municipal operations.
