Prior to the adoption of Ord. 21571 on 01/07/2013, Section 2-252 read as follows.

    The commission shall meet at the call of the chair. A quorum for the transaction of business shall consist of not less than   six (6) members. The commission shall elect from its members a chair, vice-chair and a secretary. The chair shall preside at all meetings, and in the absence of the chair or the  inability of the chair to preside at any meeting, the vice-chair shall preside. The secretary shall keep a permanent record of the proceedings of the commission and forward a report of such proceedings to the city council. The commission shall establish its own rules and procedures. The members appointed shall serve for the terms of their appointments, and  until their successors are appointed and qualified, and each shall serve without compensation.  The chair of the commission is authorized to excuse any member from attendance at a commission meeting; provided, that the member requested to be excused before the meeting.  Any member who is absent, without being excused, from twenty-five percent of the regular commission meetings held in a calendar year shall automatically forfeit the office.  Any member who is absent, without being excused, from three consecutive regular meetings shall automatically forfeit  the office. It shall be the duty of the chair of the commission to promptly notify the appointing authority of the vacancy.
