Prior to the adoption of Ord. 018178 on 07/19/2004, Section 2-461 read as follows.

No contract for the provision of any service, supply, material or equipment shall be let for a period to exceed five (5) years, nor shall any contract for the provision of any services, materials, supplies or equipment be extended for a period in excess of five (5) years without an opportunity for public bidding or a request for proposals; provided, however, that this provision shall not apply to lease/purchase agreements for equipment with a useful life in excess of five (5) years.
