Prior to the adoption of Ord. 018178 on 07/19/2004, Section 2-467 read as follows.


    Contracts awarded or purchases made for sums less than five thousand dollars ($5,000.00) shall be made by the head of the purchasing division after giving ample opportunity for competitive bidding, by soliciting verbally, by telephone, by written notice or otherwise, at least three (3) proposals, if three (3) independent vendors are available, or after securing such bids as will, in his judgment, ensure that the city is purchasing the material, supplies, equipment or services at the lowest and best price. When written competitive bids shall be solicited, notice thereof shall be posted in the first floor corridor of the municipal building for not less than seven (7) days, such notice shall fix a definite time at which the bids will be considered. The award or rejection of such bids shall be as provided for in section 2-466. On any contract awarded or purchase made pursuant to written competitive bids, the head of the purchasing division shall certify that notice was posted. He shall keep a record of all solicitations made pursuant to this section.
