Prior to the adoption of Ord. 018178 on 07/19/2004, Section 2-468 read as follows.


    The finance director may, with approval of the city manager, require the advertisement for bids by publication for any contracts awarded or purchases made at a sum between one thousand dollars ($1,000.00) and five thousand dollars ($5,000.00), whenever he deems the public interest may be served thereby. In addition to the advertisement for bids or the posting of notice inviting bids, the head of the purchasing division shall give such further notice to prospective contractors, suppliers or vendors by soliciting verbally, by telephone, by written notice or, whenever he deems it expedient, by employing the service of trade journals and organizations specializing in supplying information as to the contract and purchasing needs of public bodies. The provisions of this section shall be construed as directory rather than mandatory.
