Chapter 20 PLANNING*
Section 20-22 Purposes; powers and duties.
The purposes of the department, so far as are consistent
and not in conflict with the city
charter, are to plan for the present and future development and improvement of the city in any
and all phases of its activities, whether governmental, proprietary or otherwise. Such activities
shall include, but not be limited to, traffic, transportation, playgrounds, parks, public buildings,
housing, public monuments, works of art, public streets, public utilities, parking, and parking
facilities. The department shall, through its director of planning, advise the city manager and the
city council with respect to the planning affairs of the city, and shall furnish to the city manager
and city council at any time upon request, such information and particulars concerning planning
as may be desired. Said department shall act upon all matters referred to it by the city manager or
the city council; and shall, if required or deemed necessary, report thereon to the city manager or
the city council. The department, through its director of planning and development, shall be the
advisor and consultant to the city planning and zoning commission, and shall prepare and furnish
to the city planning and zoning commission such reports, studies, plans, surveys or other data as
may be necessary in aiding and assisting the planning and zoning commission in the discharge of
its duties. The department shall have such other powers and duties as may be prescribed by law
or by ordinance or by resolution of the city council.
