Prior to the adoption of Ord. 21095 on 09/19/2011, Section 20-23 read as follows.

    There shall be a director of planning and community development, who shall be appointed by the city manager, and who shall have jurisdiction, supervision and control of the community development department of planning and development, its operations and functions, records and files, and all personnel of such the department. He The director shall have general direction and supervision of the expenditure of all moneys appropriated to the department, subject to the provisions of the home rule charter of the city. He The director shall have such other powers and duties as may be prescribed by law or by ordinance or resolution of the city council.
