Any contributor shall, upon request by the director, provide a central collection point to facilitate observation, measurement and sampling of the waters or wastes. Such collection points shall be accessible at any time to authorized city personnel and easily located and shall be constructed in accordance with plans approved by the director. The collection point shall be installed and maintained by the owner at his expense. In the event no collection point is established or required, the nearest downstream manhole shall be considered as a collection point for the property which is being served.
