Prior to the adoption of Ord. 19841 on 03/17/2008, Section 22-226 read as follows.

    Public sewers are those which have been or may be constructed or acquired and paid for wholly out of any public funds available for that purpose. Public sewers shall be established along the principal courses of drainage, at such points, to such extent, of such dimensions and under such regulations as may be provided by ordinance, and these may be extensions or branches of sewers already constructed or entirely new throughout, as may be deemed expedient.
