It is the policy of the city to follow the provisions of Secs. 523.200 through 523.205, RSMo., in all condemnation proceedings that may necessitate displacement of persons or businesses when such displacement is not subject to the provisions of the Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (42 U.S.C. sections 4601 to 4655, as amended).
