(a) Office buildings shall be allowed on-premises wall, canopy and awning signs not exceeding the maximum surface area allowed under section 23-25.1.

    (b) Freestanding Sign. Each office development may be allowed one on-premise freestand-ing sign for each adjacent street right-of-way in accordance with Section 23-25.
