Prior to the adoption of Ord. 21095 on 09/19/2011, Section 23-5 read as follows.

Application for a permit shall be made to the director of ~~public works~~ community development upon a form provided by the city showing the plans and specifications of the proposed sign, including dimensions, material and details of construction including loads, stresses and anchorage and any additional information as may be required to assure compliance with the ordinances of the city. The application shall be accompanied by the written consent of the owner or lessee of the premises upon which the sign is to be erected.
