(a)    Where on-street parking interferes with curbside mail delivery, the property owner shall either request that the traffic engineer prohibit parking near the mailbox or move the mailbox so that mail carriers may deliver mail without leaving their vehicles.  

    (b)    Upon request of a property owner, the traffic engineer is authorized to prohibit parking near mailboxes by either placing an official sign prohibiting parking or marking the curb with official yellow paint.
