Whenever any subdivision of land is proposed, the subdivider shall apply for and secure approval of such proposed subdivision in accordance with the following procedure:

    (1)    Minor subdivision.

        a.    Concept review;

        b.    Final plat.

    (2)    Major subdivision.

        a.    Concept review;

        b.    Preliminary plat;

        c.    Final plat.

    (3)    Administrative subdivision.

    (4)    Tract split.

        a.    Concept review;

        b.    Tract split.
