Section 27-121.2 Transmission service rate.
Prior to the adoption of Ord. 19212 on 09/18/2006, Section 27-121.2 read as follows.
(a) Availability. The sixty-nine-kV service rate is available
for consumers located within one
thousand (1,000) feet of an existing sixty-nine-kV transmission line, whose requirements exceed
five thousand (5,000) kilowatts of capacity, subject to the rules and regulations of the water and
light department.
A sixty-nine-kV service rate is available, however, due to the complexity of
this type service and the volatility of the electric market, each application will be considered on
a
case-by-case basis. A contract will be negotiated by the water and light director with final
approval by the city council.
(b) Type of service. The type
of service shall be three-phase, sixty-hertz at sixty-nine-kV
transmission voltage, where available.
(c) Monthly rate charge. The
monthly rate per kilowatt hour shall be as follows:

(d) Determination of billing demand.
The billing demand will be determined from the highest
thirty (30) minutes integrated kilowatt demand registered during the month by a suitable demand
meter.
(e) Billing demand. The monthly
demand charge shall be the maximum thirty (30) minute kW
demand measured during the billing month, but not less than the maximum billing demand
established during the billing months of June, July, August and September of the preceding
eleven (11) month billing period.
(f) Service facility ownership.
Each customer served under this rate shall provide at its sole
risk, cost and expense, all facilities except metering equipment, including an approved
transformer bank, circuit interrupters and other protective devices which will clear faults on the
customer's side of delivery. Service will be supplied and metered at sixty-nine thousand (69,000)
volts.
(g) Minimum monthly bill. The
minimum bill for any month will be ninety (90) per cent of the
highest billing demand established during the summer months of June, July, August and
September.
(h) Payment in lieu of taxes and sales tax.
In addition to the charge based on monthly rates as
computed above, the total monthly charge for service shall include applicable sales taxes and in
lieu of gross receipts tax payment equal to 7.5268 per cent of the monthly rate charge. Sales tax
shall be applied to the total of the monthly rate charge and in lieu of gross receipts tax payment.
(i) Power factor. The customer
will at all times maintain a power factor of not less than ninety
(90) per cent lagging. If the power factor is less than ninety (90) per cent, the measured kW
demand will be multiplied by the ratio of ninety (90) per cent divided by the actual power factor
to determine the adjusted measured demand to be used for determination of billing demand.
(j) Fuel adjustment. In the
event that a fuel adjustment cost is added to the city's retail rate
structure in a manner to increase the cost of energy, that same fuel adjustment cost will be added
to the cost of energy for bills rendered under this rate.
(k) Contract period. The contract
period shall be not less than one year with one-year advance
notice of termination.
