Prior to the adoption of Ord. 20065 on 09/15/2008, Section 27-161 read as follows.

    The public purpose of the super saver energy conservation loan s and rebate  programs is hereby defined to be the reduction of energy consumption and electric peak demand in the city, thereby reducing the growth of energy use and demand in the city, providing for more efficient use and prolonging the useful life of capital assets of the electric utility, reducing the overall cost of electricity to consumers of the utility by reducing the peak demand of the city and thereby reducing the calculated charges upon such peaks, and providing for the protection of the environment and conservation of natural resources.
