Chapter 27 UTILITIES*
Section 27-200 Definitions.
For the purposes of this article, whenever any of the following
words or terms are used herein,
they shall have the meanings ascribed to them in this section:
Customer. The corporation, association or individual receiving rail service supplied by the
department.
Department. The Water and Light Department of the City of Columbia, Missouri.
Director. The director of the water and light department of the city, or his authorized
representative.
Lot. A parcel or portion of land in a subdivision, or parcel of land separated from other parcels
or portions by description as on a subdivision plat of record, survey map, or by metes and bounds
description.
Property. A lot, tract or other parcel of land.
Property owner. An individual, corporation or association holding legal title or otherwise
having legal control of a property.
Interchange. That location where the tracks and right-of-way of the Columbia Terminal
interconnect with any other operating railroad.
Loading gauge. That amount of space absolutely necessary to be retained by the Columbia
Terminal for the safe passage of locomotives and cars free of all projections and encumbrances.
In no case shall the loading gauge be defined as less than eight and one-half (8.5) feet
horizontally from the centerline of existing track or less than twenty-two (22) feet vertically from
the top of rail.
Operating crew. Any employees of the Columbia Terminal whose duties include the actual
operation of locomotives or the movements of rolling stock over the tracks of the line of railroad.
Right-of-way. Those strips of land shown on the right-of-way maps retained by the department
over which the Columbia Terminal operates or has the right to operate whether or not currently
occupied by track.
Street or road. A street or roadway dedicated to public use.
