The service shall be generally maintained to Class II track standards.

    (1)    All track work, switches and right-of-way shall be maintained at least to the applicable standards set out by the Federal Railroad Administration or any other federal or state agency with jurisdiction over railroads.

    (2)    All operating crew members shall meet the qualifications set for operating crew by the Federal Railroad Administration or any other federal or state agency with jurisdiction over railroads.
