For the purpose of this article, "motor bus" shall mean every motor vehicle having a seating capacity for ten (10) or more persons, but shall not include motor buses owned or leased by the city, state, school district or federal government, or any agency or subdivision thereof, buses owned by persons holding a certificate of public convenience and necessity from the Missouri Public Service Commission or Interstate Commerce Commission, when such buses are engaged in carrying persons on routes authorized by those authorities.
