(a) No person shall drive or operate any motor bus unless he is competent to do so.

    (b) No person shall drive or operate such vehicle who has any infirmity of body or mind which might render him unfit for the safe operation thereof. Nor shall any such vehicle be driven or operated by any such person who is addicted to the use of intoxicating liquors or while intoxicated. All operators of motor buses shall be neat and tidy in appearance.
