No motor bus shall be offered for, or engaged in, carrying passengers for hire, over or upon the public streets or places in the city until a license for each motor bus has been obtained, as herein provided. No such license shall be issued until a permit has been obtained from the city council, permitting the operation of such motor bus, as provided in this chapter.
