The board shall make a continuous study of airport needs and of aviation in the area, and from time to time shall make recommendations to the council as the board deems proper for the development and use of the airport. Annually during June of each year, it shall select a secretary, who shall keep a record of its activities and action, a chairman, who shall be the presiding officer of the board, and a vice chairman who shall preside in the absence of the chairman.
