Every person owning land within the city upon which livestock is kept or permitted to be kept, by the landowner or otherwise, shall provide and maintain fences, corrals, tethers or similar devices to confine or restrict livestock to such property. Whenever it is determined by the animal control officer that the aforementioned devices are lacking, inadequate, or not in good repair, such animal control officer shall notify the landowner in writing that he is not in compliance with this section and shall order the landowner to provide, replace, reinforce or repair such devices within ten (10) days. Failure to comply with such within ten (10) days shall be a misdemeanor.
