Prior to the adoption of 15629 on 06/01/1998, Section 6-66 read as follows.


    The following sections of the CABO One and Two-family Dwelling Code adopted in section 6-65 are hereby repealed, amended or modified as follows:

103.1.1 Plumbing: All plumbing requirements shall comply with the International Plumbing Code as adopted by the City of Columbia, Missouri.

103.1.2 Electrical: All electrical requirements shall comply with the National Electrical Code as adopted by the City of Columbia, Missouri.

106.4 Penalty: Any person who shall violate a provision of this code or shall fall to comply with any of the requirements thereof, shall be guilty of a misdemeanor and upon conviction thereof, shall be punished by a fine of not more than one thousand dollars ($1,000.00) or by imprisonment not exceeding one year, or by both such fine and imprisonment. Each day that a violation continues shall be deemed a separate offense.

107.1 Appeals: Any aggrieved person shall have the right to appeal a decision of the code official to the building construction codes commission. Applications for appeal shall be filed in accordance with the procedures set out in Section 121.0 of the BOCA National Building Code/1996 as amended by section 6-17 of the Code of Ordinances. Applications must be filed within twenty (20) days of the decision of the code official.

107.2 Delete.

119.1 Thermal Insulation: All buildings shall be insulated in accordance with the following: ceiling or roof- R-38; exterior wall- R-15.5; floor above unheated area or crawl space and ducts shall have a value of R-19 for the assembly; finished exterior basement walls shall have insulating batts, blankets, fills or similar types of materials with a value of R-13.

Exception #l: Ducts in unheated areas and not exposed to outside ventilation, such as a garage, shall have an insulation value of  R-4.

Exception #2: Ducts in heated areas.

Exception #3: Residential buildings utilizing the provisions of Appendix E.

119.2 Air infiltration: Joints in the building conditioned envelope that are sources of air leakage, such as around window and door frames, between wall cavities and window or door frames, between wall assemblies or their sill plates and foundations, between utility service penetrations through the building envelope, shall be properly sealed with compatible and durable caulking, gasketing, weatherstripping or other materials in an approved manner.

119.3 Vapor Barrier Requirements: All exterior walls shall have a vapor barrier, capable of reducing vapor transmission to less than 1 perm, installed on the inside or the warm surface side of the insulated wall or ceiling. Only those ceilings that are attached directly to the underside of the roof rafters, such as flat roofs or cathedral ceilings, are required to install the vapor barrier.

119.4 Windows: All windows shall have a maximum Thermal Transmittance (U) value of 0.55.

Table 301.2a - The following values shall be inserted in the appropriate spaces:

Roof Snow Load - 16; Wind Pressure - N/A; Seismic Condition - 1; Weathering - yes, severe; Frost Line Depth - yes, 30 inches; Termite - yes; Decay - yes; Winter Design Temp - +4 degrees F; Radon Resistant Construction Required - no.

309.2 Separation Required: The garage shall be completely separated from the residence and its attic area by means of 5/8-inch gypsum board or equivalent applied to the garage side.

314.2 Treads and Risers: The maximum riser height shall be 8 1/4 inches and the minimum tread depth shall be 9 inches. The riser height shall be measured vertically between leading edges of the adjacent treads. The tread depth shall be measured horizontally between the vertical planes of the foremost projection of adjacent treads and at a right angle to the tread's leading edge. The walking surface of treads and landings of a stairway shall be sloped no steeper than one unit vertical in 48 units horizontal (2 percent slope). The greatest riser height within any flight of stairs shall not exceed the smallest by more than 3/8 inch (9.5 mm).

314.4 Winders: Winders are permitted, provided that the width of the tread at a point not more than 12 inches (305 mm) from the side where the treads are narrower is not less than 9 inches and the minimum width of any tread is not less than 6 inches (153 mm). The continuous handrail required by Section 315.1 shall be located on the side where the tread is narrower.

314.6 Circular Stairways: Circular stairways shall have a minimum tread, depth and a maximum riser height in accordance with Section 314.2 and the smaller radius shall not be less than twice the width of the stairway. The minimum tread depth of 9 inches shall be measured from the narrower end.

316.2 Power Source: In new construction, required smoke detectors shall receive their primary power from the building wiring when such wiring is served from a commercial source. In addition to the required primary power source, required smoke detectors shall receive power from a battery when the primary power source is interrupted. Smoke detectors may be battery operated when installed in existing buildings, or in buildings without commercial power, or in buildings which undergo alterations, repairs or additions regulated by Section 316.1.1.

317.1.2 Thermal Barrier: Foam plastic, except where otherwise noted, shall be separated from the interior of a building by an approved thermal barrier of 1/2-inch gypsum wallboard or equivalent thermal barrier material which will limit the average temperature rise of the unexposed surface to not more than 250 degrees F. After 15 minutes of fire exposure complying with the standard time temperature curve of ASTM E119 listed in Chapter 47. This equivalence may be determined through the use of the "Small-Scale Horizontal Exposure Furnace."

The thermal barrier shall be installed in such a manner that it will remain in place for the duration of the particular test used, the procedures outlined in either UL 1715, FM 4880, or UL 1040 listed in Chapter 47, and meet the acceptance criteria thereof. Gypsum board shall be installed using a mechanical fastening system in accordance with Section 702.3.5. Reliance on adhesives to ensure the gypsum wallboard will remain in place when exposed to fire shall be prohibited.

1001.7 Flue Lining (material): Delete the exception.

1501.1 General: Electric baseboard convertors shall be listed and labeled and shall be installed in accordance with the manufacturer's installation instructions and the National Electrical Code as adopted by the City of Columbia, Missouri.

1502.1 General: Radiant heating systems shall be listed and labeled and shall be installed in accordance with the manufacturer's installation instructions and the National Electrical Code as adopted by the City of Columbia, Missouri.

1502.2 Clearances: Clearances for radiant heating panels or elements to any wiring, outlet boxes, and junction boxes used for installing electrical devices or mounting lighting fixtures shall comply with the National Electrical Code as adopted by the City of Columbia, Missouri.

1503.1 General:  Electric duct heaters shall be listed and labeled and shall be installed in accordance with the manufacturer's installation instructions and the National Electrical Code as adopted by the City of Columbia, Missouri.

Chapters 29 through 46 Delete in their entirety.
