Section 7-1 Definition.
Prior to the adoption of 17169 on 02/04/2002, Section 7-1 read as follows.
A "disaster" is an occurrence such as a tornado,
storm, flood, high water, wind-driven water,
earthquake, drought, blizzard, pestilence, famine, fire, explosion, building collapse, vehicle
wreck or any other situation that causes human suffering or creates human needs that the victims
cannot alleviate without assistance, and that requires an extraordinary commitment of
governmental resources. This definition is to be viewed advisedly and should not be applied
rigidly so as to exclude situations not enumerated.
