Prior to the adoption of 17169 on 02/04/2002, Section 7-21 read as follows.

(a) The coordinator shall prepare a comprehensive disaster preparedness plan and a procedure for implementation with the least amount of inconvenience to the public.

(b) The disaster preparedness plan shall be submitted to the council for approval and submitted for amendment to the council when deemed necessary by the city manager and coordinator.
