The City Clerk is accepting applications for the following boards and commissions. Applications must be in the City Clerk's Office, 2nd Floor of City Hall, 701 E. Broadway, by 5:00 p.m. on Friday, June 7, 2013. The application form may be submitted online or in PDF format. Applicants can either complete and submit the online application to the City Clerk directly from the internet or can complete the PDF format online and then print, sign, and submit it by mail to the City Clerk's office for processing.
BOARD OF ADJUSTMENT: 1 vacancy with term to expire November 1, 2015. An alternate member to serve in the absence of a regular member is needed. Must be a resident of the City of Columbia. The Board is responsible for hearing and deciding appeals where it is alleged there is an error in any order, requirement, decision or determination made by administrative official in the enforcement of the zoning, planning and subdividing ordinances. Monthly meetings are held on the second Tuesday of the month at 7:00 p.m.
BOARD OF MECHANICAL EXAMINERS: 3 vacancies with terms to expire June 17, 2014 and June 17, 2016. One must be a HVACR journeyman mechanic, one must be a general contractor not in the HVACR business, and one must be a layperson. All must be residents of the City of Columbia. The Board is empowered to give examinations for mechanical heating, ventilation, air conditioning and refrigeration licenses and certificates. Monthly meetings held on the second Tuesday of the month at 5:00 p.m.
BOARD OF PLUMBING EXAMINERS: 1 vacancy with term to expire May 31, 2015. Must be a master plumber with six years experience in, or working at, the plumbing business, and a resident of the City of Columbia. The Board establishes standards and procedures for the qualification, examination, and licensing of master, journeyman, residential and apprentice plumbers, and issues certificates of competency as appropriate. Monthly meetings are generally held on the fourth Tuesday of the month at 5:00 p.m.
BUILDING CONSTRUCTION CODES COMMISSION: 3 vacancies with terms to expire August 1, 2013 and August 1, 2014. One alternate is needed from each of the following categories: professional engineer (experience in electrical/mechanical), master plumber, and fire expert. The Commission periodically reviews and makes recommendations relating to building construction codes. Monthly meetings held on the fourth Monday of the month at 4:30 p.m.
COLUMBIA LIBRARY DISTRICT BOARD: 3 vacancies with terms to expire June 30, 2016. Must reside within the Columbia Library District and shall hold no other office or position in City government. Duties include appointing the Librarian and overseeing expenditures of Library fund monies. Monthly meetings held on the first Thursday after the second Tuesday of the month (MAYOR’S APPOINTMENT).
COLUMBIA VISION COMMISSION: 1 vacancy with term to expire December 15, 2013 for a coordinating committee member. Must be a resident of Boone County, not residing within the city limits of Columbia, and must have demonstrated a commitment to the visioning process. Candidate will be evaluated on the ability to work with data and understand systematic relationships, the ability to work collaboratively, management skills, independence, existing memberships or positions, and contributions to the diversity of the Commission. The Commission tracks, monitors and assists with the implementation of the visioning process. Meetings held on the last Monday of the month at 5:30 p.m.
COMMISSION ON CULTURAL AFFAIRS STANDING COMMITTEE ON PUBLIC ART: 1 vacancy with term to expire July 1, 2016. Must be an artist. The Committee makes recommendations to the Council regarding the City’s Percent for Art Program. Meetings held on call.
ENVIRONMENT AND ENERGY COMMISSION: 2 vacancies with terms to expire June 1, 2016. Both must be qualified voters of the City and have knowledge in matters pertaining to the environment. The Commission serves in an advisory capacity for all matters pertaining to environmental protection and conservation. Monthly meetings held on the fourth Tuesday of the month at 7:00 p.m.
PUBLIC TRANSIT ADVISORY COMMISSION: 2 vacancies with terms to expire March 1, 2014. One must be a University of Missouri student. The other vacancy does not have a set requirement, but consideration will be given to the appointment of an eligible Columbia Transit paratransit rider, an owner or representative of a business, a member of the Disabilities Commission, a member of the Bicycle/Pedestrian Commission, a representative of the Columbia Public School District, and/or a representative of Columbians for Modern Efficient Transit (CoMET), an advocacy group of PedNet. The Commission advises staff with regard to transit policy and safety matters concerning transit issues affecting the City, studies issues arising under the Columbia Transit Master Plan as they relate to transportation and makes recommendations to the City Council. Meetings held the third Thursday of each month at 6:30 p.m.
WATER AND LIGHT ADVISORY BOARD: 1 vacancy with term to expire June 30, 2017. Member must be sympathetic with the principal of municipal operation of the water and light system and a qualified voter and resident of the City for at least one year prior to appointment. The Board advises the Council on the operations and needs of the City’s Water and Light system. Monthly meetings generally held on the first Wednesday of the month at 8:00 a.m.
