The City Clerk is accepting applications for the following boards and commissions. Applications must be in the City Clerk's Office, 2nd Floor of City Hall, 701 E. Broadway, by 5:00 p.m., Friday, December 4, 2015. Applicants can either complete and submit the online application to the City Clerk directly from the internet or can complete the PDF format online and then print, sign, and submit it by mail to the City Clerk's office for processing.
BOARD OF ELECTRICAL EXAMINERS: 1 vacancy with term to expire August 1, 2018. Must be a layperson. The Board is empowered to give examinations for electricians' licenses and certificates. Monthly meetings, when necessary, are held on the third Thursday of the month at 5:00 p.m.
BOARD OF MECHANICAL EXAMINERS: 1 vacancy with term to expire June 17, 2016. Must be a layperson and a resident of the City of Columbia. The Board is empowered to give examinations for mechanical heating, ventilation, air conditioning and refrigeration licenses and certificates. Monthly meetings held on the second Tuesday of the month at 5:00 p.m.
BOARD OF PLUMBING EXAMINERS: 1 vacancy with term to expire May 31, 2016. Must be a master plumber or journeyman plumber with six years experience in the plumbing business, and a resident of the City of Columbia. The Board establishes standards and procedures for the qualification, examination, and licensing of master, journeyman, residential and apprentice plumbers, and issues certificates of competency as appropriate. Monthly meetings are generally held on the fourth Wednesday of the month at 5:00 p.m.
BUILDING CONSTRUCTION CODES COMMISSION: 3 vacancies with terms to expire August 1, 2016, August 1, 2017, and August 1, 2018. One alternate member is needed from each of the following categories: person experienced in fire prevention, master plumber, and minor contractor or home builder. The Commission periodically reviews and makes recommendations relating to building construction codes. Monthly meetings held on the fourth Monday of the month at 4:30 p.m.
CITIZENS POLICE REVIEW BOARD: 1 vacancy with term to expire November 1, 2017. Must be a resident of Columbia and a registered voter. Members cannot be employed by the City, be a party to any pending litigation against the City, be an elected public office holder, or be a candidate for elected public office. Members should reflect the cultural and racial diversity of Columbia and have no serious criminal record. A criminal history of all applicants of this Board will be conducted and the City Council will be advised of any convictions for violations of federal, state or local law. The Board reviews appeals from the police chief’s decisions on alleged police misconduct, hosts public meetings and educational programs for residents and police officers, and reviews and makes recommendations on police policies, procedures and training. Meetings held on the second Wednesday of the month at 7:00 p.m.
CITY OF COLUMBIA NEW CENTURY FUND, INC. BOARD: 1 vacancy with term to expire September 30, 2018. Must have an interest in the future of the City of Columbia and the funding needs required to achieve future success, and must be a current resident and qualified elector of the City of Columbia. The New Century Fund, Inc. is a Missouri not-for-profit corporation. Meetings held on call.
COLUMBIA VISION COMMISSION: 3 vacancies with terms to expire December 15, 2016 and December 15, 2018 for coordinating committee members. Two must be residents of Boone County, not residing within the city limits of Columbia, and the other can be a qualified voter residing within the City of Columbia or a resident of Boone County, not residing within the city limits of Columbia. Members must have demonstrated a commitment to the visioning process. Candidates will be evaluated on the ability to work with data and understand systematic relationships, the ability to work collaboratively, management skills, independence, existing memberships or positions, and contributions to the diversity of the Commission. The Commission tracks, monitors and assists with the implementation of the visioning process. Meetings held on the fourth Monday of the month at 5:30 p.m.
COMMISSION ON CULTURAL AFFAIRS: 1 vacancy with term to expire October 31, 2018. Must be involved in education and be a qualified voter of the City. Member shall not serve on the board of directors or be employed by any agency which applies for funding through the Commission or which receives funding upon recommendation of the Commission. The Commission advises the Council in all matters pertaining to the arts and cultural environment of the City. Monthly meetings held on the second Monday of the month at 4:15 p.m.
FIREFIGHTERS’ RETIREMENT BOARD: 1 vacancy with term to expire December 31, 2017. Must be a registered voter and resident of the City. The Board oversees and establishes policies for the fire retirement trust. Quarterly meetings held on call.
HUMAN SERVICES COMMISSION: 3 vacancies with terms to expire December 31, 2018. Members must be qualified voters and residents of the City of Columbia, and shall not serve on the board of directors or be employed by any organization which applies for funding through the Commission or which receives funding upon recommendation of the Commission. (Each academic and administrative unit of the University of Missouri shall be considered a separate organization and each school of the Columbia Public School District shall be considered a separate organization.) Consideration will be given to encourage representation of individuals with an interest and understanding of human services. The Commission advises the City in all matters regarding the planning and contracting for human service programs to adequately meet the needs of the citizens. Monthly meetings held on the third Tuesday of the month at 7:00 p.m.
MAYOR’S COUNCIL ON PHYSICAL FITNESS AND HEALTH: 6 vacancies with terms to expire November 30, 2018. The Council educates the public about the importance of regular physical fitness activity and promotes, initiates and encourages local physical fitness and sports programs in the community. Monthly meetings held the first Tuesday of every even month at 12:30 p.m.
POLICE RETIREMENT BOARD: 1 vacancy with term to expire December 31, 2017. Must be a registered voter and resident of the City. The Board oversees and establishes policies for the police retirement trust. Quarterly meetings held on call.
SOURCE WATER PROTECTION PLAN TASK FORCE: 1 vacancy. Consideration will be given to prior service on a City board or commission, professional credentials or participation in a civic, business, or professional organization. The Task Force monitors the progress of the implementation of the Source Water Protection Plan and provides updates to the Water and Light Advisory Board and the City Council. Meetings held on call.
TAX INCREMENT FINANCING COMMISSION: 1 vacancy with term to expire September 1, 2019. The Commission serves as an advisory body to the City Council as it relates to the consideration of tax increment financing proposals submitted by interested parties or initiated by any public agency in accordance with the Real Property Tax Increment Allocation Redevelopment Act.
