The City Clerk is accepting applications for the following boards and commissions. Applications must be in the City Clerk's Office, 2nd Floor of City Hall, 701 E. Broadway, by 5:00 p.m. on Friday, December 6, 2013. The application form may be submitted online or in PDF format. Applicants can either complete and submit the online application to the City Clerk directly from the internet or can complete the PDF format online and then print, sign, and submit it by mail to the City Clerk's office for processing.
BOARD OF MECHANICAL EXAMINERS: 2 vacancies with terms to expire June 17, 2014 and June 17, 2016. One must be a HVACR journeyman mechanic, and one must be a layperson. Both must be residents of the City of Columbia. The Board is empowered to give examinations for mechanical heating, ventilation, air conditioning and refrigeration licenses and certificates. Monthly meetings held on the second Tuesday of the month at 5:00 p.m.
BOONE COUNTY COMMUNITY SERVICES ADVISORY COMMISSION: 2 vacancies with terms to expire December 31, 2016. Must be qualified voters and residents of the City of Columbia. Members shall not serve on the board of directors or be employed by any agency which applies for funding through the Commission or which receives funding upon recommendation of the Commission. (Each academic and administrative unit of the University of Missouri shall be considered a separate agency and each school of the Columbia Public School District shall be considered a separate agency.) The Commission advises the City and County in all matters regarding the planning and contracting for human service programs to adequately meet the needs of the citizens. Monthly meetings held on the third Tuesday of the month at 7:00 p.m.
BUILDING CONSTRUCTION CODES COMMISSION: 4 vacancies with terms to expire August 1, 2014 and August 1, 2016. One alternate to serve in the absence of the regular member is needed from each of the following categories: professional engineer (experience in electrical/mechanical), master plumber, landlord, and fire prevention expert. The Commission periodically reviews and makes recommendations relating to building construction codes. Monthly meetings held on the fourth Monday of the month at 4:30 p.m.
COLUMBIA VISION COMMISSION: 2 vacancies with terms to expire December 15, 2016 for coordinating committee members. One must be a resident of Boone County, not residing within the city limits of Columbia, and one can be a qualified voter residing within the City of Columbia or a resident of Boone County, not residing within the City of Columbia. Members must have demonstrated a commitment to the visioning process. Candidates will be evaluated on the ability to work with data and understand systematic relationships, the ability to work collaboratively, management skills, independence, existing memberships or positions, and contributions to the diversity of the Commission. The Commission tracks, monitors and assists with the implementation of the visioning process. Meetings held on the fourth Monday of the month at 5:30 p.m.
FINANCE ADVISORY AND AUDIT COMMITTEE: 3 vacancies with terms to expire December 31, 2016. One must be a commercial banker with knowledge of public finance and investment banking, one must be a certified public accountant with knowledge of public administration and finance, and consideration will be given to a business owner for the third position. All must be qualified voters and residents of the City for at least one year prior to appointment. The Committee makes recommendations on financial matters to the Council as needed. Meetings held on call.
FIREFIGHTERS RETIREMENT BOARD: 1 vacancy with term to expire December 31, 2015. Must be a registered voter and resident of the City. The Board oversees and establishes policies for the fire retirement trust. Quarterly meetings held on call.
PERSONNEL ADVISORY BOARD: 1 vacancy with term to expire November 30, 2015. One alternate is needed to serve in the absence of, or disqualification of, the regular members. Must be a resident and registered qualified voter of the City, and shall have significant, substantive knowledge of social, legislative, political, and administrative factors affecting personnel management and employee relations. In addition, member must not hold a lucrative position in City government nor any other lucrative public office during their terms. The Board advises the Council on its findings, opinions, various conclusions and recommendations on the status of the personnel system. Meetings held on call.
POLICE RETIREMENT BOARD: 1 vacancy with term to expire December 31, 2015. Must be a registered voter and resident of the City. The Board oversees and establishes policies for the police retirement trust. Quarterly meetings held on call.
RAILROAD ADVISORY BOARD: 2 vacancies with terms to expire July 15, 2017. Members must have knowledge and interest in either railroad, shipping, transportation or business, and be sympathetic with the principle of municipal ownership and operation of branch line rail operations. The Board advises the Council on the operations and needs of the Columbia Terminal railroad. Meetings held on the second Thursday of the month at 8:00 a.m. at least once quarterly.
SUBSTANCE ABUSE ADVISORY COMMISSION: 1 vacancy with term to expire October 31, 2014. Must be a student under the age of twenty-five. The Commission promotes coordination of programs intended to prevent and eliminate alcohol and substance abuse. Monthly meetings held on the second Wednesday of the month at 12:00 p.m.
SUSTAINABLE FARMS AND COMMUNITIES, INC. BOARD: 3 vacancies with terms to expire December 31, 2015. All must be residents of the City. Members are responsible for overseeing the future construction, maintenance and operations of a farmers market community center. The Sustainable Farms and Communities, Inc. is a Missouri not-for-profit corporation. Meetings held on the second Wednesday of the month at 6:30 p.m.
