Section 100-007 Res. 9-99; Position of City of Columbia Concerning Utility Related Issues Before the Missouri General Assembly

A RESOLUTION

stating the position of the City of Columbia concerning utility related issues before the Missouri General Assembly.

The City Council hereby expresses the opposition of the City of Columbia to the following matters before the Missouri General Assembly:

Legislation granting the Public Service Commission regulatory authority over any part of municipal utility systems.

Legislation providing for deregulation of electric energy until municipal utility concerns are adequately addressed.

Legislation further limiting the ability of Municipalities to lease publicly owned fiber optic communications systems.
 
Legislation restricting the ability of a municipality to manage its rights of way and recover reasonable associated costs.

Legislation allowing the Missouri Department of Transportation to charge fees to utilities that own lines on Missouri Department of Transportation right-of-way which would be used to relocate lines when needed due to highway repairs.
