Section 100-008 Res. 10-99; Position of City of Columbia Concerning Issues Before the Missouri General Assembly

A RESOLUTION

stating the position of the City of Columbia concerning issues before the Missouri General Assembly.

The City Council hereby expresses the support of the City of Columbia for the following matters before the Missouri General Assembly:

Legislation simplifying voluntary and voter approved annexations.

Legislation providing increased State support for public transportation without additional sales taxes.

Legislation to limit new enterprise zones where current economic conditions no longer warrant their use.

The City Council hereby expresses the opposition of the City of Columbia to the following matters before the Missouri General Assembly:

Legislation restricting the ability of a municipality to extend municipal services into newly annexed areas.

Legislation that would alter Missouri’s Meet and Confer law.

Legislation interfering with municipal authority to determine personnel or merit systems rules and regulations.

Legislation that would exempt any further items from local options sales tax.

Legislation that would preempt municipal zoning authority related to manufactured homes and telecommunications facilities.

Legislation to remove the limits on municipal liability or to increase it without provisions to protect the tax payer.

Legislation prohibiting levy districts from assessing fees on state or local government property for levy improvements.

Legislation to further limit local control of billboards.
